In a case with far-reaching nationwide impact, the United States Supreme Court agreed with Helmer, Martins, Rice & Popham Co., L.P.A. by a 9-0 vote that lower courts who had required that for subcontractors to be liable under the False Claims Act for cheating the taxpayers their invoices had to be actually presented to the government were wrong.
